Step 1: Develop a School Proposal

Step 2: Secure a Suitable Location

> Provision for sports and recreational areas.

Step 3: Obtain Necessary Approvals

✅Zoning Approval:Approach the local authorities (e.g., the City Council) to ensure the area is zoned for educational use.

✅Health and Safety Inspection:Obtain a certificate from the local health department confirming compliance with hygiene and safety standards.

✅Environmental Impact Assessment (EIA):Engage the Environmental Management Agency (EMA) to assess and approve the environmental suitability of the school site.

Step 4: Register with the Ministry of Primary and Secondary Education

✅Submit Application to MoPSE: Visit the nearest MoPSE district or provincial office.

✅Complete the school registration form (available from MoPSE).

✅Attach required documents, including:

> The school proposal.
> Proof of land ownership/lease.
> Health and safety clearance.
> EIA approval.
> Building plans (approved by the local council).

✅Inspection by MoPSE:
> The Ministry will inspect the school premises to ensure compliance with infrastructure and curriculum requirements.

✅Approval and Issuance of a Certificate:If the school meets all requirements, MoPSE will approve the application and issue a registration certificate.

Step 5: Register with Other Authorities
✅Zimbabwe Revenue Authority (ZIMRA):
✅National Social Security Authority (NSSA):Ensure compliance with employee welfare regulations.
✅Teacher’s Professional Council (TPC):Ensure all teaching staff are registered professionals.

Step 6: Operational Readiness

✅Recruit qualified teachers and staff.

✅Develop policies on admissions, discipline, and operations.
